Ideas to restructure U.S. school system

I teach in a typical high school in the United States.  I have seen students who excel in one area held back because they have difficulty with another area.  All students learn different subjects at different rates.  For instance, all 10 graders do not have the same ability to do math, yet we require all 10th graders to take the same level of math.  Those who excel in math may be held back.  Why not set goals for students to reach for graduation.  When a student achieves a certain level in math, if he has not reached the same competency level in english he can choose to stop taking math classes and focus on english or science or any other subject until he reaches competency in that area.

Ideas anyone?
